Red Cross Assists Militant Group in Search for Bodies of Captives in Gaza

A Red Cross official stated that its representatives accompanied members of Hamas into areas of the Gaza Strip still under Israeli military control to facilitate the search for the bodies of individuals held captive.

Ceasefire Agreements and Hostage Bodies Handover

As part of the US-brokered ceasefire, which took effect on October 10, the group is obligated to hand over the remains of all captives as soon as possible. In exchange, Israel has consented to transfer 15 Palestinian bodies for every Israeli body returned.

The organization has so far handed back the remains of fifteen of those taken hostage but none in the past five days, as some of those remains are thought to be in areas past the yellow line designating Gaza’s ceasefire.

ICRC Involvement as Impartial Facilitator

“At the request of the parties, the Red Cross accompanied a party to the conflict as the party searched for the remains of the deceased individuals beyond the IDF-designated ‘yellow line’,” said a representative for the committee.

She added: “The parties to the hostilities established the procedures of the mission and entrusted the ICRC to act as a impartial mediator. We was had no part in those negotiations.”

She further clarified: “Our team was did not participate in the search for the deceased nor does it take part in the physical recovery of human remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the duty of the parties engaged in a conflict to locate, collect, and retrieve the bodies of the deceased.

US Demand and Local Search Efforts

Recently, the US president issued a two-day demand to the militant group. “They is going to have to start returning the bodies of the deceased hostages, which include two Americans, promptly, or the additional nations participating in this great peace will take action,” he posted on his online channel.

When the 48-hour deadline approached, the group, joined by the ICRC, teamed up with teams from Egypt, who were authorised by Israeli authorities to search for bodies beyond the line indicating the withdrawal of troops inside Gaza. An Israeli spokesperson said the Egyptian team would use heavy machinery and vehicles in the search.

Official Verification and Media Reports

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to access sections of Gaza under Israel Defense Forces (IDF) control to search for the remains of captives, alongside Egypt’s and Red Cross teams.

“To achieve this goal, representatives were permitted to pass the yellow line,” the source was quoted as stating.

Video released by a regional network seemed to show members of a Hamas unit – part of the group’s military wing tasked with holding hostages – escorting a humanitarian transport in a coastal area near Rafah, which lies outside Israeli military control.

Challenges in Finding Hostage Bodies

Efforts to locate for the remains of individuals taken captive has turned into one of the most sensitive issues in the ceasefire agreed between the parties. However, the attempt to find the remains has proved difficult from the beginning, given the existence of an estimated 60m tonnes of debris across the strip, where, as per health officials, at least ten thousand residents are listed as missing, trapped under the rubble.

Diverging Claims on Body Whereabouts

Hamas has claimed it lacks information on the precise whereabouts of all the bodies, saying it has lost contact with several of its units that had been holding the captives and were allegedly eliminated during military strikes.

However, an Israeli government spokesperson claimed that Hamas was aware of the locations of the bodies. “Should the group exerted greater effort, they would be able to retrieve the bodies of our captives,” the official said.

American Stance and Disarmament Talks

While the US president has conceded that some of the bodies are difficult to reach, he said that “the rest they can hand over immediately and, for some reason, they are failing to do so.”

“It may have to do with the disarming of the group,” he noted.

The US administration has said it has received assurances from Hamas that the faction will surrender its arms, though no clear timeline has been set. They remains hesitant to give up its arms without firm assurances about the future of its fighters.
